dd) Replacement or addition of subcontractors, except special subcontractors, or changes to the portion or value of work performed by subcontractors stated in the bid or proposal may only be made with the approval of the procuring entity and supervision consultant and must not exceed the maximum value of work allocated to subcontractors under the contract.

The procuring entity shall not assess the capacity or experience of subcontractors, except special subcontractors. The contractor shall be responsible for selecting and using subcontractors with the capacity and experience necessary to meet requirements concerning the quantity, quality, schedule and other responsibilities for the work performed by subcontractors.
