On June 3, 2026, Vietnam’s Ministry of Health issued Decision No. 1589/QD-BYT, promulgating a manual on internal bidding procedures for the procurement of medicines, chemicals, testing supplies, and medical devices. The manual was developed pursuant to Point b, Part 2 of Directive No. 24/CT-TTg dated July 29, 2024, which aims to strengthen the capacity and effectiveness of implementing the Law on Bidding.
The manual provides professional guidance for healthcare facilities and units under the Ministry of Health in organizing procurement activities. It is based on the current legal framework, including the Law on Bidding No. 22/2023/QH15, as amended by Laws No. 57/2024/QH15 and No. 90/2025/QH15; Decree No. 214/2025/ND-CP on contractor selection; and relevant regulations on bidding information, bidding documents, and procurement of medicines at public healthcare facilities.
The guidance covers key stages of the procurement process, beginning with the preparation of contractor selection plans. It also provides guidance on the preparation and implementation of bidding packages for medicines, testing supplies, medical devices, and materials and components used for medical device repair. The manual further addresses requirements for publishing information on the quality of goods supplied by contractors on the Vietnam National E-Procurement System after completion of the relevant procurement package.
An important point is that the manual serves as a professional guidance document and does not replace applicable legislation. Where any discrepancy exists between the manual and legal regulations, the relevant legal provisions prevail.
The Decision takes effect from June 3, 2026. Units under and affiliated with the Ministry of Health are responsible for studying the manual and applicable bidding regulations when procuring medicines, chemicals, testing supplies, and medical devices for healthcare services.
For medical device manufacturers, importers, distributors, and suppliers participating in public procurement in Vietnam, Decision No. 1589/QD-BYT provides a practical reference for understanding internal procurement procedures and compliance requirements within public healthcare facilities.
