On September 22, 2026, the Department of Public Procurement under the Ministry of Finance issued Official Letter No. 2397/QLĐT-CS, providing guidance on the publication and collection of price quotations through the Vietnam National E-Procurement System. The guidance responds to questions raised by the National Children’s Hospital, Viet Duc University Hospital, and Bach Mai Hospital concerning the procurement of medicines, chemicals, laboratory supplies, medical devices, components, accessories, and replacement parts.
Under the guidance, for procurement packages involving medicines, chemicals, laboratory supplies, medical devices, components, accessories, and replacement parts used for medical devices, the procuring entity must publish its request for quotations on the Vietnam National E-Procurement System. Interested suppliers are required to submit their quotations within a minimum period of 10 days from the date the request is published on the System.
Based on professional requirements, the procuring entity determines the applicable technical criteria and organizes the quotation process. Where two or more quotations are available, the procuring entity may select the highest quotation that remains consistent with its financial capacity and professional requirements, or may choose to use the average or lowest quotation, depending on the applicable circumstances.
Where all quotations are submitted through the National E-Procurement System and the procuring entity chooses to calculate the average price, quotations or individual items whose prices are more than 30% higher or lower than the average price may be excluded when determining the average.
The Official Letter also addresses transitional issues following the entry into force of Decree No. 349/2026/ND-CP on September 9, 2026. Previously collected quotations remain valid where they were obtained through the National E-Procurement System in accordance with the applicable provisions of Decree No. 214/2025/ND-CP.
For medical device manufacturers, importers, distributors, and suppliers participating in public procurement in Vietnam, Official Letter No. 2397/QLĐT-CS provides important practical guidance on quotation submission, procurement pricing, and compliance with the updated e-procurement framework.
